Some years ago I opined that London was not really an English city any more Since then, virtually all my friends from abroad have confirmed my observation So there must be some truth in it... I note also that London was the UK city that voted most strongly to remain in the EU

I interpreted this completely to other way around. I thought that he is saying that London is not really like an English city because it is progressive and multicultural. And that voting to remain in Europe was a good thing.

He is either dissing London, or the rest of England, and I'm not sure which one, and this is why comedy is hard to do on Twitter because you can't use tone of voice and body language. And the internet doesn't do well with ambiguity.
