So I absolutely would ask if a person at my house asked me for black coffee if they wanted sugar.

I would expect to be asked if I wanted sugar as a regular black coffee drinker. Perhaps not if I said "just black"

I think it’s more geographical. It depends how things are done where you live. Not necessarily what your native language is.
