So there's a mysterious new account on my PS4 that no one in the apartment made. Gonna baleet it, but I'd really love to know how it got there.

Be sure the new account wasn't changed to be your primary account. My friend's PS4 account got hijacked in a very similar manner a couple of years ago.

Oh the problem was that Sony keeps moving the account deletion option around. I deleted it. It was weird in that I couldn't add it as a family member and delete it that way, as it had a birthdate and last name I needed to add them? Bizarre.
