One cannot build a house from sand. A house is not a *solution* to the fact that your building material is sand: it is a potential *effect* of having solid building material. Theory is similar. Physics, biology, were built on centuries of observation (eg astronomy, breeding)

Yes, of course some basic "theoretical" - even folk-theoretical - viewpoint is needed to make use of observations. Luckily, you can't even *think* without such things, so we've got that part nailed.

I read a lot of this as a primacy assertion - you can't have good x without good y. We need both and which to focus on depends on where you are, what your skills are and what you are trying to do.

Yes, agreed; those things are necessary. I just think that the current "crisis" is often misdiagnosed. People are looking at badly running car talking the principles underlying internal combustion engines, when someone left the hand brake on.

Probably depends on area -- but I do think it is an issue that poor quality, quantitative experimental work is taken too seriously. (it may have the effect of choking out other approaches, e.g., qual)

I do think some areas of Psych proper do not seem to mesh well with the rest in terms of quality.
