But yeah, gross gratuitous citing that doesn't help the reader or enhance any high-level picture... is well, gross.

I think that authors are right to cite their work if it contribute to the field. But they also should include contributions from other people (and potentially discuss them), not only the part of the story that is advantageous for them. This is, in my opinion, intellectual honesty
