I thought it was to train on what harassment is (when I skimmed the email), so one could argue it's for all since any victims/survivors as well as perpetrators have no idea sometimes what little harassment actions can lead to much more serious ones.

I'm wondering whether the awareness training helps prevention. harassers will always think that they are somehow an exception to the rule because they have a special relationship to their staff and their comments are just so funny. only now they can't say they didn't know

I agree. I'd like to see research on how culture change happens. In this case the issue of self selection/referral seems important to consider.
