They’re definitely fighting. It’s too early for copulatory behavior anyway. The victim is giving off distress calls, which is probably what initially brought the magpies in, though they might have just seen the commotion and gotten curious.

This kind of behavior isn’t atypical. Crows will kill each other over things like territory disputes. Once the two start fighting you’ll see other crows join; sometimes attacking the victim, but sometimes the aggressor. IDK how birds pick sides or even if it’s a cognitive choice
