I'm not from the USA, I'm a Cypriot academic in the UK, so please bear this in mind but I'm really confused by this. I understand emailing but why ask if accepting? Why not just ask if they would want you? I think I'm missing something deep about US academia.

Sometimes the professor doesn't have the grant funding to support a grad student and while they would want to have a grad student, they would not be able to accept them without the grad student bringing their own funding (e.g. through a fellowship).

If they have you do rotations the PI wouldn’t take her directly, rather after trying her out. It’s possible that the pi isn’t taking anyone no matter what. And there is possibly competition for that spot as well.
