Ugh. I'm sorry. I don't know about non house plants sadly. My technique is to try to understand the natural habitat of the plant. In this case for the ceropegia it's South African dry land with lots of sun.
That is an excellent approach, imho. Sometimes really hard to reproduce those conditions, i.e. naturally arid region plants, but one lives in a giant swamp region etc 
That might be it then, sadly. 
I suspect. That and the ONE thing you can’t do with them (so I’ve read) is transplant them in high summer. And they were. The people who did this were supposed to know better.
