First PD I did the PI didn't even request recommendation letters. And FWIW I have zero pubs from my PHD.

That makes sense for first PD, but in my odd case, I think people would be looking at the references pretty closely. The fact that my postdoc mentors might refuse to write them would be pretty telling.

If not against law, it's almost certainly against HR policy at the institution.

What’s the law?

I'm not sure but regarding HR I did a training course at that and this institution and letters are required and must be obtained and read prior to hiring somebody. Even if they are weighted with a 0, which is allowed, they must be obtained prior to a hire.

Seems like a 'due diligence' thing. Some people are great on paper but horrible as human beings

I think so, hence the HR rules around this.

We're told that we're not allowed to write reference letters! Weird rule - private company stuff. I still do, obviously, I just use an Imperial college letterhead.

OK, so based on that the law must not require them just HR. I can see why they might prefer if you did not. You (=company) can totally get sued if you write a bad one.

I think the problem is that even if you get a bad reference letter if you’re not british it will sound good
