Here's an overly futaristic approach. Everyone has an ID linked to their phone. And you can scan people nearby. The person that was guilty of harassing can be scanned nearby. Found. And then reported to the police. I guess the point is having your phone be your passport & ID card

Very true and so this method is problematic but the idea was more to start to think about what could be done? in the states my female friend said that around a bad neighbourhood she was sexually harassed and if she would complain she would get herself in even more trouble. Sad

Yes but I think one shouldn't underestimate how stressful, complicated and time consuming it is to go police station every time something happens.

I've done it. I'm a DV survivor. Police aren't perfect and I was lucky. He believed me, he even cried.
