I dunno, for me they're the same thing a lot of the time. I know vaguely what I want to do computationally, but not how to do it, so I read through package documentation and Stack Overflow until I can cobble together something that works

Yeah, agreed. But if you don't understand OO (Matlab only people typically don't) you need to use something other than a notebook to learn.

one of the (many) things I don't like about Matlab is that there is a single defacto IDE for all use cases. A great strength of the Python ecosystem is the choice of different tools for different use cases, different experience levels, different tastes.

We use Anaconda for teaching and then within that Spyder. That's nicely packaged for Mac/Win/Linux. Myself I just use emacs (Linux) or notepad++ (Windows). Actually under Windows Visual Studio is also not bad for Python development. Quite large but nice editor and python console.
