The intention seems to be to make sure that those nonbinary folks who have a combined sense of female and male identity know that they're eligible for inclusion into the space/event. So, it's all women (cis + trans) plus some nonbinary (viz. some female identification) included.

I think there's a larger issue to be considered, which is respecting trans men's identities as men. Do organizers really want to say (even implicitly) we don't think you're really men? That's how it could be read in another phrasing. So, it could be read as respectful of them.

I agree with the statement that if it really is “all gender minorities” as such, then they could be clearer—and maybe just use that phrase.

This is by the by really as I'm sure you both agree/know but "non-binary" includes people who are, yes, as mentioned "combinations" of the existing binary genders but also agender people and people who most certainly don't see their gender as defined by the existing binary.
