That publication is somewhere to the right of Ann Coulter and left of Der Stürmer, written in the tone of a Victorian gentleman quietly talking about the merits of euthanasia at a club in New York, circa 1901. Not sure where to place it on the joke vs. actual harm spectrum.

Yes, unfortunately, some scientists have always found social Darwinism/scientific racism appealing. Perhaps the highest-profile and most recent among them (not counting the numerous quacks/low-quality ones, like Murray) are W.D. Hamilton (the "selfish gene") and William Shockley.
