I approve of paying for tertiary studies, but this seems like an inefficient method. I'd have prefered if that money had been spent on a system that encourages long term study, i.e pays 15% in year 1, 22.5% in year 2, 30% in year 3, etc.

Not those specific numbers, but you get the point- This policy will encourage people to go for a free year, but then quit when they have to pay. Encourage longer studies- people going for Masters, not the guys who just want to party at Uni for free.

This is better than nothing, but I feel the money could've been allocated much more effectively.
