        It's called social investment has considerable payback to taxpayers in reducing unemployment & supporting the economy with the skills it needs, in particular it creates pathways for the poor to develop their skills especially those of Maori & ethnic backgrounds. Huge return to NZ

        Oh, and do we really need more people with skills in puppetry, basket weaving, gender studies and 18th century poetry? How is that going to result in a considerable payback in reducing employment and supporting the economy?

        You've absolutely nailed it. The taxpayer totally does pay for most education. We also heavily subsidise the tertiary sector as well as pay for interest write-offs on student loans. That way we can have a well educated population. Some would argue that this is a good thing.

        What if the final year of an undergraduate course or post school training qualification was free? Would that not improve motivation to knuckle down and complete what they've set out to do?

        Silly wasteful policy. They should have made year 3 free, upon graduation. The drop out rate at year one will be something to behold (I.e eye watering with a mighty taxpayer bill!)

        that will come... theres also a focus on apprenticeships etc, they are also going to start up night classes again after nats closed them down.
