          The idea that we're having to argue this saddens me. If no one is above the law, & this illegitimate president has committed crimes, impeachment should be set aside while the GOP congress dithers about it & this man should be sentenced to a prison term if warranted. Vote Dem!

          Nothing Guiliani said is new. Its standard DoJ opinion that a sitting President cannot be indicted, tho this has never been tested in court. Mueller can go outside DoJ norms, but he'd need Rosenstein's approval. Hence his report to sway public opinion and get Congress to act
