          there are plenty of treatment places the addicts don't want to go and they can not afford to rent when they have no http://money.Giving  clean needles end up on the streets.L.A. and San Fransisco has the most collected of needles from abusers

          Better education for starters like before and after photo's of heroin users . This problem has existed far too long ! Admitting that you have an addiction is the first step but having the will power to maintain a drug free life style is about 1 in 10 and those odds won't change.
