Where I live it’s not uncommon to have a $400/month electric bill in the summertime. I’d happily trade that for $40 more on a mortgage.

This is the correct way to think about it. Now, banks should also offer favorable interest rates for mortgages that include solar. Homeowner has less monthly expense, ergo better credit risk.

Great idea but perhaps donations by the solar industry to California politicans should be investigated.

Actually lowers the overall cost, solar panels save homeowners money. While home purchase costs will be higher, Energy Commission spokeswoman Amber Beck said home buyers "would see a monthly mortgage payment rise by $40, while their monthly utility bills would decline by $80."
