Perhaps because people want the ideal thing (i.e. no one to take drugs) and in this hope inadvertently end up causing a much worse situation than would exist if they were to instead accept a compromise.
Because Republicans want people to suffer. It's in their DNA.

Oh oh, I know I know? Because poor people and drug addicts don't deserve to live? And our ayn-randian philosophical nightmare continues?
Before I read the article, let me guess: because Republicans don't want to spend money to help poor/disenfranchised people?
Eh I wasn't really correct with my guess. It was still pretty a pretty solid guess though.

Because the untracked and unforeseen consequences are worse than those tracked and foreseen. Dumb idea. Try fully funding drug treatment.
it allows the druggie to do more drugs they do not work they encourage the people to continue to do drugs.Sorry but it increased drug use it did not decrease
Let me guess Peeps? Er? The American dream is broke? Nooh, nooh! Trump & 25.7% of eligible voters in America R the dimmest, most dangerous sleeping cell on the planet? Ummh? Or? Trump isn't done wid, just culling the poor, needy, destitute or discarded by scrapping Obama care?
Trump's now ordering the jailing of civilians for miniscule/harsh traffic fines. "Austerity Prisoners of War!" & then, finally pull the barrier & safety net from a large & susceptible minority, caught between poverty & no hope, that won't harm the rich & could risk world health?
