        He also lied in depositions. That's gotta be a problem for the feds. I'd think the "fraud" would be more in the neighborhood of misleading Livestrong investors by misrepresenting his personal brand for a decade. But I'm not a lawyer so *shrug*

        All due respect, he broke his contract with the Fed. He lied and they want their money back. Same as any other sponsor who has a clause. He shamed himself and his nation. Paid heavy price.

        My confusion was a gap in my understanding of USPS. As it is actually a federal agency not a company, you're right that a breach of contract is a federal breach. Safe to say that government (i.e. taxpayer) club support sponsorship should not exist.

        Armstrong is still a millionaire, much earned by endorsements based on fraud. I'm surprised that more sponsors didn't sue. Thing is, after beating cancer, he would have been a hero for just completing the Tour de France. Now he'll be remembered as a cheater.
