        You might do it first. It requires payment, which means allocating funding, which means Congress is needed, AND on top of that, each owner has the right to contest it in court. It'd be a decade before the lawsuits from them alone were resolved.

        I just find it amusing that people who consider themselves conservatives are arguing in favor of the government seizing legal property from unwilling owners. It's almost like they don't actually have any principles besides 'stickin' it to the libs.'
