        When will police use alternatives to shooting bullets at unquestionably unstable or otherwise benign citizens? Maybe they could shot a net to contain them. Tasers? This kill policy must stop. Does a target have retreat rights?

        Collecting data isn’t a right. It’s a process that isn’t currently done at the federal level so emotions can be removed from gun violence.

        The officers drew their guns and told Ms. Hughes to drop the knife, but it is not clear that she heard them. Officer Andrew Kisela opened fire, shooting Ms. Hughes four times. She survived and sued the officer for using excessive force.
