Actually the cost of paying off ransomware or installing a back-up system for government facilities should fall to the makers of the computers and software developers. We are supposed to trust their software & computers and then, low and behold they get hacked.

There is no guarantee that paying will get them their data back. Why does the city not have backups of their data? They should be restoring their data from backups and close the door that allowed the hack in.

If they start paying the ransom, it sets up a terrible precedence for future would-be computer hackers. It would be letting them win at their game. Businesses should higher a former hacker to build up their cyber security, it would save them money in the long run

I think that in their programs people should have fail-safes. 1st a backup. Second, a hidden code that can be activated when their data is stolen & the stealer's computer is crashed.
