        Poor writing by @NYTimes. It wasn't that the Federal govt. chose to flood a particular neighborhood, the flood water had to be released to protect the integrity of a dam. The homes were in an area where no development should have been allowed.

        Correct. After Harvey, evident Houston needs to create flood-release channels and bayou dragging to minimize flood damage to several neighborhoods built in risky areas by greedy developers with Government support

        I am no expert, but having grown up in Miami, Florida, canals were used to drain land and manage excess water from rains and hurricanes. Wonder if bayous are just not enough.

        Great article, BUT Cinco Ranch was just ONE of the many communities within the Flood Pool that were affected. The map shows the affected area as Cinco Ranch, which is misleading. What about Grand Lakes, Kelliwood, Highland Trails, Ricefield Village, and Willow Fork?
