        In my experience, Belgian police officers are really respectful and reserved. I don't expect a gun to have had any deciding factor in this story.

        All authority is ultimately backed up with force. Any time a person is fined, arrested etc the threat of force (i.e., at gunpoint) is implicit in the interaction. Do you think this guy would pay the fine if the implicit threat was not there?

        Not all. Force that overrides the will of one person on behalf of another is thuggery. Force applied on behalf of & with the approval of a functioning body politic is justified, so long as that body politic is genuinely in control of its governance. Law only matters when enforced
