        Legally, yes. In an event of disparity between guardians, the individual involved should sure be the deciding factor, weighting towards the predominant care-giver (and not financial benefactor.)

        If it was my child, I would strongly oppose the child playing football. The child and family need to research brain injury; watch documentaries, & spend time with a brain injured person. Hijacking the child's future is too dangerous.
