        Guns should have to pass a crash test dummy style test, just like seatbelts, to be sold to civilians. Firing rate, velocity, magazine capacity and damage done to a group of dummies should all be taken into account. Defensive and hunting weapons have no need to be able to do this.

        The irony is that military style rifles are designed to inflict maximum damage. Hunters kill using guns that minimize the damage so as to harvest healthy meat.

        Velocity measures speed. Bullet weight determines the impact damage. Look up the stats of a .223 vs 7.62×54r.

        Think of it this way. A bb traveling 2000fps is hoing to far less physical damage than a heavy bullet. The impact is significantly more dramatic. In terms of hunting, the .223 used in a AR is used for coyotes and smaller. Also likely an fmj bullet that doesn't expand on impact.
