this is disgusting to be honest. the guards take advantage of the fragile prisoners, threaten them with their power. but sexual abuse even happens in a place that we thought it's safe, for example orphanage or foster care

With all due respect, what statistics do you have to support that sexual abuse is common in orphanages (which in the US are now called group homes) & foster care? I'm a foster parent who works tirelessly with other foster parents & the state to improve the lives of children.
