USA has coherent policy especially in Libya. The policy is to maximize instability ,bloodshed and wanton destruction. Iraq, Libya, Syria, Iran, Lebanon, Afghanistan, Russia and more. USA is afraid that other countries may succeed or Americans may wake up from their slumber.
