Why can't scientists find a way to recycle the plastic waste to make it biodegradable ?

There is a type of biodegradable plastic made from corn called PLA. Consumers don't like it because it crinkles loudly. Also, plastic is recyclable but not when it ends up in oceans and landfills. The best alternative is to use less plastic.
