Why are they being called that

The shape is to give them cat ears. They were designed to protest the President's suggesting that women would let him grab their privates. No, I'm not kidding about any part of that sentence.

"Would let him" implies consent. I would say "suggesting that he repeatedly got away with grabbing women by their privates."

He didn't use the quote, he described the reason for outrage. Women are not outraged that other women "let him" do things. He bragged about doing it without consent.

I think you had an interesting dream there. What was actually said by the president was, "And when you’re a star, they let you do it. You can do anything. Bush: Whatever you want. Trump: Grab ’em by the pussy. You can do anything."
