        I think its quite sad that the question is "Who is going to pay?" There are peoples lives at risk here, families with children, money shouldn't be an issue.

        Building maintenance is clearly not an issue for apartment residents. If the product was tested and approved for this use by the gov. then they share, but majority of the burden falls on owners/manufacturers of product.

        It's it's the newer more environmentally friendly refrigerant used in the UK. cladding material is aluminum with a polyurethane core.pic.twitter.com/74srySYJUH

        We use these products because one is a superior insulator and the other doesn't damage the ozone layer but there are drawbacks, flammability

        Owners. Duh. It you own it, you OWN it. Good and bad. For bad, you (usually) have insurance. Making a significant claim will probably impact your premiums. Owners are happy enough to enjoy the rent AND other benefits of owning property. Time to step up.
