        American students are paying more and are seeing a decline in financial opportunities. Foreign students don’t get discounts, the net result is less resources for American students. Did you read the article?

        I was abroad recently and spoke with young people. They’re not coming because it’s too expensive, because they feel it’s dangerous because of the guns allowed on campuses, and some are afraid of being bullied for their ethnicity or religion. They see the US as dangerous & racist.
