        Blacks lost; it was all deception to eliminate any federal initiatives that would've increased mobility, politically and economically. Racial politics places blame on others while the majority steals.

        The voucher program is a deceptive attack on public school monies, and hasn't demonstrated the outcomes that were promoted. 85% of Chicago's 400K public school students live below the poverty level. The issue has been regressive school funding.
