        My knowledge of the US tax system is limited but surely the only way to implement a tax policy is thru the IRS? Unless u get rid of the IRS which would cost billions of $?

        For years the IRS has not inforced the ACA mandate, they let that slide, so it's not exactly a beacon of government efficiency now.

        Or maybe that's because the Republicans included a provision in Obamacare that prevented funding enforcement action beyond reducing your refund amount for failure to pay that tax.

        That's not a reasonable parallel though. @BilldeBlasio campaigned on police reform and has worked to make sure that the NYPD becomes more effective and survives despite its historic failings. That's the exact opposite of complaining about something and wanting it shut down.
