        My home wasn't in a flood zone. Never ever flooded before Harvey, now I can't get the images of helplessly watching Harvey engulf My home from my neighbor's second story window.

        If there was a fully approved LOMR then they were technically out of the 1% risk area. Accounting for 0.2% events, from a design perspective, is cost prohibitive and next to impossible. The problem is that 1% and 0.2% events are increasing in their frequency.

        A lot of the poor zoning & partisan zoning has come to light post Harvey in Houston & all of SE Texas. The explosion of residents needing housing led to developers being allowed to build houses on unstable, newly reclaimed rice fields.

        Significant parts of the issue include: alteration of the floodplain (water deflected from area moves to another); increase in impervious surface (water can't be absorbed by concrete); channelization (faster. higher water movement) created by the roads/development patterns.

        They are out of a natural weather storm zone ! But when the Goverment releases water directed at one specific area so to not flood those in a flood zone becomes Human control not A act of God !
