There is no such thing as "unintentional arson". It's an oxymoron. The man made a mistake but he didn't commit a crime. I'm sure he feels horribly about it.

Yes I know you have brick buildings, but the photos from the article show a lot of wood structures already burnt down.

The headline photo in my link is of a brick building, completely consumed by flames. Yes, brick fares better in fires, but it's not fireproof. That's all I'm saying.
