        Every EU country I know anything about has the same good character test as NZ for multiple purposes, notably residence.

        the statement that "In New Zealand, government-owned land can be leased but not purchased." is misleading. There are specific categories of land for which this may be true (as it would be true for US National Parks), but it is not a general rule.
