It's because law enforcement and prosecutors allow their zeal for convictions to blind them to the truth (often willfully). Then we reward their high conviction rates with promotions and cushy political offices. Justice is blind all right, just not in the way we'd like to think.

And justice for those who knowingly and willfully put innocent people in jail comes too few and far between.
