This is how big gov runs daily, not just under trump. Smaller gov, less centralized and you can look the person writing the checks in the face.

No, but a corrupt Dept of Energy or Interior with strong private-business ties certainly would.

My point is that this isn't a big-government problem. It's a moral-hazard problem when you have unethical leadership in government. This could've just as easily happened in Barbados...and probably does.
