          Only thing Harvey shows is ... when s high pressure system blocks a low pressure system, the low pressure system stops moving. Hence, all the rain in one area

          These blocking patterns are now much more prevalent due to arctic warming.           Those r the same jack leg scientists that use today's weather forecasting programs to predict what the weather will be 100 yrs in the future hell they can't get it right day by day they can't explain why the 1300 were hot than today
