        Whatever root cause is, lack of infrastructure foresight & maintenance of infrastructure have to be addressed. All States guilty, New Orleans w/ non working pumps latest example. Can cry CC all one wants, but follow through is what actually works.

        23 of 27 Fortune 500 companies HQ'd in Houston are in fossil fuels business. How can you talk about Houston's problems and not mention that? Problem is not just fast growth, but growth in industry that accelerates extreme weather events like Harvey. Connect the dots, please.
