        Simply speaking, the effect doesn't define the motive. Earthquakes cause terror but that doesn't make them terrorism. Terrorism is political

        My apologies. Human made events. There could be an argument for natural terrorism tho.But that makes the word difficult to use in politics

        Its only application is political. The manipulation would be to use it otherwise. Could argue but wld need clarification in those other apps

        I think an example would be domestic violence. It's meant to instill terror, but not political in nature. Grotesque yes but not terrorism.

        The legal definition of terrorism requires some sort of political aim. The New York driver did it for Isis. We still don't know the Vegas
