        Most Americans can't afford to save for retirement and making it tax free provides incentive to save.

        Dropping the threshold for as low as $2400 would mean any amount saved over that per year is taxed now. That's a tax hit on middle class

        If individual puts $5000 into 401k in that scenario, $2600 would be taxed at persons tax rate. That's a $650 tax hit at 25% rate.
