This is well intentioned but won't solve puppy mill issues. There are many good breeders too...laws on the books also need to be enforced

How won't it affect puppy mills? If they can't sell to stores, where will they sell them?

They will sell underground like craigs list or through friends and family.

That will still significantly decrease the amount they can sell. Many will go out of business. They relied on store sales.

Doubtful, most states like freedom over socialism. I think a majority will favor government staying out of our choices.
