        If the military can stay in Iraq for 17 years to help another country build up, we can stay in Puerto Rico for years to help them rebuild

        FEMA and the military, must stay in Puerto Rico because Puerto Ricans are U.S. citizens. Federal gov employees have to serve constituents.
