        No. Not for it's immediate impact, but for the shift it marks in our policy. Until now, sanctions against NK have focused on coersion.

        The DPRK has had no trouble inventing scapegoats even when there were none. Ordinary DPRK citizens face constant barrage of anti-US prop.
