        Houston is not "lucky." Cutting funds to FEMA was a heartless, monstrous thing to do, and it never should've happened in the first place.

        Real issue: those homes should not have been built in 1st place! LAND MEANT 4 DRAINING WATER= PAVED OVER! Was no zoning nor is there still!
