$2 per hour is not "pay". This is a very risky job. They should get minimum wage, at least. Money could be saved for day released.

They are incarcerated. Their choice is learn a skill& make some money, or sit in jail cell. Already costing state 20k per year minimum.

Totally agree. A firefighting skill could lead to good job when out. But, the job is dangerous and should warrant a bit more than $2/hr.
